Absolutely. What I first thought of, though, was the way places tend
to shift over time: not only do names change (as someone else noted),
but towns sometimes split or merge, county lines get redrawn, and so
forth. Here in New England, an entire county once moved about 40
miles south. (Norfolk Co., Massachusetts, which used to be basically
where Rockingham Co., New Hampshire is now, but is now clear the
other side of Boston.)

Well, to put it another way, being good Yankees, our forebears
couldn't bear to waste a perfectly good county name!

Cambridge, where I live, used to be much larger than it is today,
encompassing many of the nearby towns.

Boston, on the other hand, used to be smaller. About 120 years ago it
absorbed some of its neighboring towns.

So these things are fluid, and Location Notes would be very helpful
in clearing up all sorts of geographical confusion.
