I think you will note that the Table of Contents pages are un-numbered such
that they can be manually inserted after the title page but before the basic
text.  I'm guessing it's a function of needing to know what bits and pieces
are where as the report is compiled ... I know I wouldn't want to have to
generate a table of contents before I knew what the contents were.

Just a thought...
