That's exactly why the TOC is printed at the end.  Millennia addressed that 
situation some time ago on this list and explained that it would take 
significantly more time to print a report if all the pages were compiled 
first, the TOC generated and then moved to the front, before printing 
started.  Especially true for long reports.  See the Archives on this 
subject.
