Do a Detailed Search. First condition: Individual/Tag 1/Equal to/Untagged And Second condition: Individual/Tag 2/Equal to/Untagged
You can save this search set-up and use it as needed by clicking Save at bottom and giving it a name like "Untagged." Load as needed.
