Kathi, I know about the Landkreis, but we (in Austria) don't have them ;-) It does help nevertheless when you say it's a concept comparable to the township.
As to Sachsen, this of course would be the 'Land' or Bundesland (province, state or federal state) in Germany, the subdivisions (if I'm not mistaken) are Kreis or Landkreis? (township), Bezirk (county) and then Stadt (City), Gemeinde (town or village, also named municipality).
