A few of suggestions:

First, if you have a spreadsheet program such as Excel or Quattro, see if you can open the file. If so, some of the other messages in this forum can help you get from the spreadsheet to GEDCOM.

You might try a search and posting in http://genforum.genealogy.com/computers/ that is dedicated to computer related questions for genealogy.

Most likely the program used a standard database engine to store the data. There may be some hint of which one by looking at the copyright information for the program and or manual. If it says Btrieve or dbase, there are many utilities that will extract data. You can look at sites such as www.simtel.com and www.download.com for freeware/shareware programs to extract the data.
