Bill,
It strikes me that the notes might not be "general" if you have sources you
want to cite for some of them.  Would it be possible to put the notes into
Events?  There is a lot of flexibility in sentence structure for Events, or
you could just enter the notes in Notes and not use a standard sentence.
You may even be able to set up a custom Event for these sorts of "notes".
Just a couple of thoughts.  I'm not clear on your output requirements:  what
reports your are using and how you want them to look vs. the options Legacy
has for printing events in those reports.

I just learned how to cite a  paragraph within NOTES   Then I previewed
it General notes         the citation goes to the Greyed area of General
notes:  Not to the paragraph of which I want to cite.     If  I  have 20
general notes about the individual's life all of the citations will be
in the greyed area (of the report)  and you will not be able to
differenticate between where each source goes to.
