I had the same sort of results using "Automatic". If one of my vital records is listed as simply a county and state (even with USA listed), it seems to search in British Isles first. But when I changed my maximum limit from 50 to 2000, it finally did North American on its ninth search.
I think what Jeremy posted about having the Geo Locator installed to help Legacy understand what you mean by your location entries would resolve this issue. I don't have it installed so that is probably why I get these results, too. I thought it was a bit of a bug, but I guess "Indiana" doesn't pinpoint a location as much as I would have believed.
