I can't comment on web pages, but I believe that the Short Location Name is intended to be used as Gail proposes. I put rigorous place names, complete with all commas in the Long name, so it is clear which bit's which. I then edit the Short Location name so that it looks good on reports and is readable, rather than lexically unambiguous. Only problem is that not all reports allow you to use the Short Location Name. Not sure how this affects any exports you may do.
