You mentioned that when you preview the report, it is blank. I can easily reproduce this by adjusting the filter options to such that there are no records that match the criteria.
For example, if, on the Filter Options tab of the 'To-Do List Report Options' screen, I have Research and Correspondence NOT marked, but 'Other' is marked, then when I preview the report, it is blank. This is because I don't have any to do items that are marked as Other. Please try reviewing your filter options, then let us know. We should probably display some message that the filter conditions produce no results.
