John,

In IrfanView select Image --> Information... and click on Comment.

In FastStone Image Viewer, right click on the image and select 
Image Description/Comment

Neither IrfanView or FastStone permits editing EXIF data.  Also note if
ANY EXIF data is attached to your image, Legacy will ignore the JPEG comment.

Here are my findings:

(1) IPTC information is always ignored.
(2) If ANY EXIF information is present JPG comment is ignored.
(3) If no EXIF information is present, Legacy prompts to add JPG comment
if it exists).
(4) If EXIF description is present, Legacy prompts to add description.
(5) If you ever uncheck the box on the include comment screen, you will
never
be prompted again. To get the prompt back, edit line 388 of the
Legacy.usr
file, change 0 to 1.
