John, In IrfanView select Image --> Information... and click on Comment.
In FastStone Image Viewer, right click on the image and select Image Description/Comment Neither IrfanView or FastStone permits editing EXIF data. Also note if ANY EXIF data is attached to your image, Legacy will ignore the JPEG comment.
