Ron, That's not correct. Legacy cannot run from a CD nor can the Family Files. Legacy must be installed on a hard drive.
You can, however, access the Family Files if they're on a "thumb drive", but Legacy itself still must be on the hard drive. When you open a Family File, certain files are created by the program which are written to the same folder where the Family File is located. That can't happen if the file is on CD.
