I use the File ID to create a custom sort order. You may like to
devise a numbering scheme based on locations that meets your needs.
You could then sort or filter by File-ID.

Not sure how practical this is by itself. With a bit of programming it
would be possible to automate this number generation given some
appropriate rules. Would need VBA programming skills with MS Access.
Wouldn't recommend it, though.
