I don't see why it would be listed as a "problem" in either case. 
Birth before marriage might be a good indicator of a potentially
incorrect date (birth date or marriage date) for natural
relationships, but for adoptions it doesn't indicate anything.  I
cannot see any advantage to including it in the problem report.

Just my 2 cents worth.
