I don't understand this statement.
I think what the OP is saying is that because Documents and Settings is
an integral part of the Windows Operating System, is the system fouls up
you may well lose anything stored within the Documents and Settings
folders.
If you store data in independent folders (ie independent of the Windows
system) you could, if you had to, re-install Windows without affecting
any of your data.
