Hi Elizabeth,
I'm sure you could remove place holder commas in TreeDraw if you use
the Replace Text tab in the Preferences to replace ", ," with ","
I don't use place holder commas so have never tried this but have
used it to replace other things - eg I use Cal for Calculated for
birth dates I've worked out from age at death or marriage or census.
I change these to Abt for a chart.
You do need to watch out for unintended changes - like my nephew
Calan ends up as Abtan - but I haven't found that a big problem.

If charts are important for a family book or you want a wall chart for a
family gathering, it is best to consider chart output *during* the early
data entry. GEDCOM transfer from Legacy to any other program includes Master
Locations [city, county, state, country] that may be too long for "compact"
charts or include place holder commas. TreeDraw also shows place holder
commas for areas that have no county.
