Fran, Legacy will directly import a PAF 2.31 file. A copy of your cousin's file is all you need. Use Legacy's Import Wizard to make the task easy: just click on File and select Import From > 'Use Import Wizard to help with any import'.

I would like to load her data for our families into my new Legacy program. I understand Legacy can import PAF directly. Just what do I need from her? A PAF backup? A copy of her family files?
