Does this license still qualify as a BSD variant?

The Inner Net License drops condition 4.

Well, despite being based on BSD, the addition of clause 0 makes this a
new license. If Clause 0 is invoked, the result is non-free.

Right. But it is not dissimilar to the sell-yourself-into-slavery clause in the GPLv3, so it should be okay.

Is this license on anything in Fedora?

radvd uses it, and probably a few other things in the IPv6 context. (It may be KAME-related.) getaddrinfo in glibc is partly covered by it, too (without the advertising clause).

Thanks,
Florian
