Well, an open license only controls what others can do with your stuff, it doesn't impact at all what the entity publishing the standard does with it.

I'm not sure that a fork-happy license is the right thing to do for specifications.

OpenSearch is CC SA 2.5 according to http://opensearch.a9.com/license.jsp (with a trademark on OpenSearch). Oasis-open.org just does all rights reserved for docbook, and a custom license for OpenDocument. W3C seems to be even more restrictive than OpenDocument, AFAICT.
