Sorry I took so long getting back. I did not read your first inquiry.
If doing your projects on an xp box is not an option I would set up a
developer/admin account(user) on your vista box. Use Task Manager and MSconfig
to really strip it down.
Remove all other usb connections but the brick. Then I would re/install the
LEGO Mindstorms Software and Drivers.
Once that is done, some questions (forgive me if they are redundant and
obvious):
How/what of libusb are you installing (device or filter)?
Have you been to the lejos forum (addition to the mailing list)?

Try PM'ing 'exite' and ask he/she how to?
Once you have the brick recognized in Device Manager (Lego..FirmwareUpdateMode).
Try installing the libusb win-32 filter and the iniWizard. Then try these
suggestions:

Whenever I install the libusb filter my USB ports die and nothing works in
them, including my keyboard and mouse and I have to go dig out my old ps/2
keyboard and uninstall the thing.
