Apparently it does, because executing the Write-Restructured-Text
command gives
the following output in the log pane:

using publish_argv_for_missing_stylesheets {' --use-latex-toc': '', '
--stylesheet': '/home/vmas/.leo/custom_style.sty', '--language': 'ca',
' --output-encoding': 'utf-8'}
wrote: /home/vmas/oposicions/carpeta_prova/latex/T19_Camp_electric.tex
done

However, inspecting the created file shows that the options passed via
publish-argv-for-missing-stylesheets are still ignored :-(
