Download one or more of these installers. You might want to mention that you need to select a 32 bit version of Python. Trying 64 bit Python made Qt unusable the first time I attempted this. Probably also need to note that even people with 64 bit OSs still need to use the 32 bit version of Python, and that that's not a problem.
