A PortableApps version of Leo would be very cool and emminently usable, but it's not likely to be an easy path. They don't have python itself packaged let alone py-dependent programs. I think it's a lack of willing hands as much or more than technical difficulties. The developer of portablepython.com, Perica Zivkovic, has indicated he's open to collaborating with portableapps.com but there seems to have been little follow up. Everybody has their hands full. The most fruitful path to portable Leo is via Portable Python, and to PortableApps after that, since there is already at least a little energy in that direction.
