I think you want xlink:href="red-arrow.png" or xlink:href="../images/red-arrow.png" ...but - why link bitmaps like that into an SVG? The SVG form of the arrow's attached here, and there are SVG arrows here: http://www.openclipart.org/search/?query=arrows ...in fact I see an almost identical red arrow there.
