There are two items on the list related to outline scrolling.

I'm not going to do either as requested.

1. In general, I am not a fan of auto-scrolling: it makes the screen
jump too much.  Leo already has commands that will scroll the outline
or body pane.  Furthermore, in some cases, the headline will scroll
when editing the headline.

2. The wish-list bug is too cute.  I am not going to do this.

However, there is a bug here, imo.  The scroll-outline-up/down
commands should change the selected node: there is almost no point at
all in scrolling the tree pane without changing the selected node.
