It's true that these commands are pretty useless, but scrolling as an accelerated select-vis-next/back command is also almost completely useless :-) Otoh, scrolling the *body* pane while the focus is in the *tree* pane seems too cute, although I suppose it could be called a user preference. I think the best course of action will be to mark bug 394309 as a wish- list item.
