Leo is more than a scripting API, and version numbers should be about
what the user experiences rather than the amount of programming work
that went into the changes/enhancements.
By removing Tk support there are now users who either cannot/will not
use Leo, or who will have to download/install QT -- this is a major
change for users and deserving of a major number increase.
