I think an issue with persistent tabs is, persistent where?  Should
opening any .leo file in the set you want to persist open the rest?  Or
should that only happen when you open the master?

Currently my `leo` script for launching Leo loads three tabs if it's
not given any command line .leo files to load.  Of course to maintain
that you need to edit the .sh / .bat file.
