This was a bad idea, regardless of bzr complaints.  Clearly, I want a
testing environment that is as close to "typical" as possible.  I have
removed all the chcp commands.

In the wee hours of this morning I played around with simplifying
g.es, g.pr, g.es_print, etc.  This is now possible, imo, because my
massive confusion about the source of UnicodeError's is gone.

However, I ended up reverting my changes: the code is complex and
interrelated.  I'll probably try again: the complexity is what I don't
like.
