Edward fixed a major bug in the menus a month or two back.

A partial fix for bug 879331: Redefining a key binding breaks menu items with 
same binding.

**Warning**: all unit tests pass, which is a good test, but serious problems 
could remain. Use caution.
    
Menu bindings now are completely independent of key bindings.
