I'm not sure I understand you, or vice versa.
What I want is just to make Leo sentinels less obtrusive. This has nothing
to do with # {{{ or org mode.
Otoh, I wonder if org mode already disables its own markers. I'll check.

I don't see any great cost to Emacs users of a tool that would mute Leo
sentinels, except for a one-time installation cost. The tools are for
people who *don't* use Leo.
