Sounds like an execution issue.  Which OS, and what's the default
Python for the OS?  I'm guessing Windows?  Did you install using the
install script, or manually?  Either way, can you confirm the hooks
scripts are "executeable"?  I'm not sure if that idea applies in
Windows, but Windows executes Python files when you double click them.

I'll try and google git hooks in python on windows, I'm guessing that's
the issue.
