If you mean how to connect double-clicking on a .leo file in Windows Explorer to Leo, it's down with the `assoc` and `ftype` commands. See http://leoeditor.com/installing.html#installing-from-sources-windows, Method 2. There's also a script in ...\leo\scripts\scripts.leo to do the same from inside a running Leo.
