​It's easy to confirm the behavior you describe independently of any
sourceforge release : just open Leo with::

    pythonw.exe launchLeo.py​

​This looks like a problem with the Help menu itself: the files you mention
open properly from the File menu.  Imo, this does not warrant an a3
release.  For now, fixing the problem on github should suffice.
