More data: - Force reload *clears* the screen completely. - Toggle Dev Tools *once* shows the outline as well as the JS dev panels. - Now Toggle Dev Tools shows only the outline. More data: - I removed leocljs-ref.leo from the "top-level" leocljs folder. - Restarting the app and doing Toggle Dev Tools still shows an outline, so apparently the outline must be in the leocljs/app/dev folder.
