Not sure about that, my DISTRIB_DESCRIPTION="Ubuntu 18.04.2 LTS" is running 2.7 by default, and I'm sure I did a fresh install, not an upgrade. 99.5% sure anyway ;-)
But I do think Python 3 is *installed* by default on 18.04. 3.6.7 currently.
