After I explicitely opened "~/.leo/myLeoSetting.leo" using

* File > Open-Outline > and navigating to it ...

I did add the setting "create_nonexistent_directories" and saved the 
outline.

Since then the behaviour has changed: 

"Leo-6.0-final" does not open "~/.leo/mySettings.leo" at all, if 
"~/.oel/mySettings .leo" is open.

"Leo-6.1-devel" now handles it correctly.

At least I'm really confused about the seen behaviour ...
