Sorry it took me so long to try this out after asking for it.

I tried out the binary (leocad-0.75.1-test.zip), and when I ran it with
root privileges (with sudo) I imported the complete unofficial parts
package(update_unoff-2008-03-20.zip from philohome) and everything
worked like a charm.

One bug I noticed: when I upen the parts manager and select a category,
the right hand window shows me all the parts from the category just
below the one I selected. This means that if I have not done a search
and I select "wings" LeoCAD crashed with a segfault since it is trying
to list the next category which does not exist. Another example: if I
want to see the animal pieces then I have to select "Groups"

As to the best way to handle Linux library updates, It seems that I just
need to run it a root (sudo) once to import the pieces and then running
it a user thereafter is fine, so it is not too big of a deal, but I
liked the earlier suggestion (of Danny Staple) of being able to have a
local piece library, local to a user, as an option.

Thank you Leonardo.

p.s. I do not know much about making .deb packages, but the
documentation for the command "alien" might help:
