Yes and no. Some features may be easy to implement so knowing that someone wants them can allow a programmer to quickly knock that out. Some features may require more time but knowing you intend to do them allows you to structure the code to make the addition easier later on. There could also be someone hanging out on the list looking for someway to contribute and decides to take on something like that.
