Since OM is not 'freely' usable it is no victory.
BTW, a victory would have been this move from the OG as soon
as the initial LessTif version was launched ...

I rarely buy new systems, but what I've seen several operating systems
ship major parts of the software as options only.
Anyway we have to say 'most' instead of 'some' here!

Until someone clever tells you how to do you can't easily work
on both projects w/o license violation?!
Reading statements like yours I got the opinion that we just
wait and see who is
- exclusively using 'opensource operating systems and also don't
care about the OpenSource issue (not necessarily in the
OpenSource.org definition but in almost any one)
or
- looking for a 'free' Motif implementation.
If that number is not sufficient to keep LessTif alive (or enhance it)
it will die.
WRT the first group: obviously you can't divide people in just
opensource-fanatics and others. I don't have any problems using
commercial software (a lack of money perhaps ;-) but I do
strongly support free software.
