auotoconf not being run

Weeks ago I noticed for the first time that autoconf is
no longer run automatically when configure.in has been touched,
though --enable-maintainer-mode was used when running configure.

My idea was that some auto* tool caused this. Now I'm back at
automake 1.4p4, autoconf 2.13 and libtool 1.3.5 and it's still
there. Can anyone here comment on this?
Now that we don't use libtool 1.4 anymore we can in principle
go back until plain automake 1.4.
