It looks like we now have to download tzcode2013e.tar.gz and run:

tar -xf tzcode2013e.tar.gz
tar -xf tzdata2013e.tar.gz
gawk -f leapseconds.awk > leap-seconds.list > leapseconds
}}}
as the first part of installing timezone data. The leapseconds file is no
longer included in the tzdata file.
