That looks like a bug to me. Either leapseconds.awk needs to be included
in the tzdata tarball, or the generated leapseconds file does. I'll
report this upstream, and suggest for now that we don't bother with this
one; the package is updated regularly enough that a fix will be available
upstream shortly.
