Release notes for 2.42
- Build modification to support cross-compilation flags through
environment variables
- This enables patch less support for the https://buildroot.org/ system
- Support install-shared and install-static make targets
- Closed a potential (not reproduced) issue with "libcap/psx" Go package
and errno, also added test.
- Documentation updates for "libcap/psx" and "libcap/cap" packages.
