Specifically, build the whole of a new system (matched versions of the toolchain), using /tools as the first stage, then using that to chroot and build the final system.
You seem to be trying to upgrade pieces of the toolchain. That isn't how most people who build from source do it. For some people, building LFS or something similar is a one-off, then they go back to using a distro. If you are going to stick with the program, you'll find that building the whole system each time is the only reliable way to do it.
