Could you be more specific as to what is broken?

I get this when running lastlog:

lp                                         **Never logged in**

apache                                     **Never logged in**
postgres                                   **Never logged in**
stunnel                                    **Never logged in**
rml              pts/8    192.168.0.212:0. Sun Mar 20 23:11:05 -0600 2005
randy            pts/8    192.168.0.212:0. Sun Mar 20 23:10:50 -0600 2005

The users showing "Never logged in" have never logged in, so this
would be correct output.
