I tried to slavishly follow your directions.
I was doing the initial compile of binutils.
Everything went swimmingly for 105 seconds, then I got:

The offending line of tc-i386.h reads:
extern const struct relax_type md_relax_table[];
Is there a problem with trying to compile using the latest gcc,
distributed with FC4? (I guess I missed the memo).
