Answering my own post, it looks like it is a chroot issue.  When
rebooting into the LFS-dev system and running the same commands, qt
builds fine.  I can't test it until I've built KDE, but I suspect it
will be OK.

Perhaps there should be a warning in the book that building qt in a
chroot environment may cause a failure to build.
