This is a mistake. That referenced patch is utf-8 OUTPUT, not INPUT,
patch, completely unrelated. Both are needed for well-working UTF-8 i/o
at the console, but from a "fewer patches" viewpoint both should be
dropped and replaced with the "use xorg" warning.
