Jim just sent a link that does just that.  I'm not sure that all that is 
necessary.  It has to be regenerated for every new release.  I would think it 
would just as easy to provide it as a separate download and copy it to 
/usr/share/man/man1.  It's a lot more obvious what is going on than a patch.

Here are the options:

download patch
patch -Np1 -i ...

or

download man page
install -m644 tar.1 /usr/share/man/man1


As far as why tar doesn't just do it, I suppose they are hard liners who think 
that info is better, but I really don't know.
